We all learned from a teacher, coach, or mentor that changed us for the better. Think of that person who inspired, guided, or sparked a light in you.

Now imagine them not there.

The proposed DCPS budget makes this a real possibility for our kids. Most of our of schools have not received enough funds to cover their current staff and will have to cut positions.

The core of this budget deficit is that position costs as charged by DCPS Central have gone up dramatically. In part, that’s because four years of pay increases not in past budgets have been pushed onto this year’s budget. Also, DCPS Central’s costs per position, as charged to schools, have gone up even more than the pay increases. At the same time, we also recognize the positive step that funding across DCPS has been rebalanced to increase funding to the schools with the most at-risk students. (more on all of this can be found in an excellent twitter thread by Mary Levy)Budget funds at some schools have indeed increased, but there is a yawning deficit for many schools: costs have gone up, and this years’ budget does not cover those greater costs. The proposed DCPS budget therefore contains cuts — small increases in funding provided in the Mayor's budget do not come close to covering the new required costs — for a majority of schools. If nothing is done, hundreds of our best teachers will be laid off at a time when we need to be working to retain teachers and staff.

We reject these cuts to our schools and we make several demands:

Budget cuts to kids, schools, and the people that support them should be a measure of last resort. Find a way to make sure each school has what they need to thrive.At a bare minimum, school budgets for SY24-25 should cover the staff that schools have in place for SY23-24. Fully fund each position at next school year’s cost. No teacher or staff should be laid off. If they are, students will face larger classes, less individualized instruction, and teachers will have more classroom demands with less support.Our students with IEPs and 504's will not be able to get the classroom support they need and that will impact every student. Reduce DCPS Central costs to shift funds to in-school staff.Work with the Washington Teachers’ Union to finalize their expired contract as soon as possible and pay them fairly. Let’s pay teachers the way we say they are valued. Teacher pay raises shouldn’t cause the loss of partner teachers, interventionists, and other support staff that ensures the success of our schools.We are already losing some of our best teachers to neighboring districts who pay more and provide adequate support. We need to prioritize retaining quality teachers, staff and professionals to ensure safe and successful classrooms and schools for all of our students.Students are still dealing with the fallout of the pandemic. Economically disadvantaged students and students with disabilities will lose out the most under Mayor Bowser's insufficient budget. Education should be a central priority on a good day, but in challenging times it is all the more vital. Mental health supports, nurses, school libraries, enrichment programing, extracurricular activities, and the support staff that work in these areas must not be cut. These programs should be enhanced and ensured at every school.

This is the city of Benjamin Banneker surveying the land and stars, Frederick Douglass’ struggle for freedom, Carter Woodson’s historic scholarship, Mary Church Terrell’s leadership, and the sounds of Duke Ellington, Marvin Gaye, Roberta Flack and the go-go & punk bands that met in DCPS music rooms. How many of the city’s next generation of leading lights, currently in class, risk losing the teacher that would inspire them to greatness? In our nation’s Capital we should never accept sacrificing the welfare and education of our children.

Fully fund our schools and ensure the strength, wisdom, and light of our community for years to come.
