Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities Exempt Organizations and Government Entities

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Receives assigned cases and conducts a pre-examination/compliance analysis of the filing history and other available data, and of the entity to develop the plan for conducting the exam, compliance contact or need for a team approach to identify the areas with the greatest potential for compliance initiatives.
  • Conducts compliance and outreach contacts, employment tax examinations and cash transaction compliance reviews of the largest Federal, State or Quasi-Governmental entities with several operating subdivisions of workers or who utilize subcontractors to provide services to the public. The incumbent specializes in the areas of Income Tax Withholding, Federal Insurance Contributions Act, Federal Unemployment Tax Act, Information Return Reporting, Backup Withholding, Section 2108 of the Social Security Act and other Employment Tax related matters such as Fringe Benefits or deferred compensation. These cases involve scrutiny of computerized accounting data, extensive research of tax laws, regulations, etc. to locate pertinent related precedents. Prepares a comprehensive report to the governmental official on the results of the examination or provides feedback on the results of the compliance contact.
  • Identifies previously unknown potential areas of non-compliance requiring policy determinations, legal interpretations or law changes to promote voluntary compliance. Provides research data to the Outreach Planning and Review Staff for trend analysis.
  • Organizes and conducts examinations of other kinds of tax returns and special examinations, such as claims, collateral requests or potential fraud. Serves as a coordinator or member of an employment tax specialist team in Tax Exempt Bond, Exempt Organization large case, Indian Tribal Government or other functional examinations
  • Coordinates the conduct of full compliance checks of Federal, State or other agencies with several operating subdivisions nationwide, to determine that all required returns such as Employment Tax, Information Return Reporting, Excise or Employee Plans returns are filed. Identifies the need for related Income Tax, Tax Exempt Bond or deferred compensation specialists to join the team and makes referrals to the appropriate function.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS All GRADES (ALSO MEETS GRADE 5 QUALIFICATIONS):A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.

OR

A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

OR

Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

AND

In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities. Experience interpreting and applying Federal tax law to determine the correct tax liability from filed and/or non-filed returns as it applies to Federal, State and Local Governments and related employment tax issues. Experience analyzing business relationship and financial practices to determine if employee/employer relationship exists. Experience developing tax issues based on analysis and evaluation of overall taxpayer business operations and financial condition. Experience interacting with Federal, State or Local government officials, taxpayers or their representatives to explain the applicable laws and filing responsibilities. Examples of specialized experience as follows: verbally and in writing explain accounting practices, law and regulations of employment taxes as they relate to government agencies. Identify potential areas of non-compliance to determine if corrective action is required. Promote future compliance and utilize alternative methods of dispute resolution. Conduct or instruct technical tax informational seminars for taxpayers and/or peers. Participated as a team member on an audit.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
